California's Zone 0 Rule: What It Requires and Where Mesh Fits

On August 19, 2026, the California Board of Forestry and Fire Protection approved the first-in-the-nation Zone 0 defensible space regulations — a mandatory ember-resistant zone covering the first five feet around a structure. It is the biggest change to California home fire hardening since the vent rules, and it affects roughly two million homes.

We supply wire mesh, so you would expect us to tell you that Zone 0 means you need mesh. It mostly doesn't. The rule is about what you remove from the first five feet, not what you screen. But it sits directly alongside a separate code that does specify mesh, and the two get confused constantly. Here is the honest version of both.

Is Zone 0 law yet?

Not quite. The Board approved the final regulation text on August 19, 2026. Before it takes effect it still has to clear review by the Office of Administrative Law — which includes a five-day public comment period — and then be filed with the California Secretary of State. That process typically runs about 30 days, but no statewide effective date has been published yet.

The Board has said implementation will lead with education and outreach rather than penalties. If someone tells you your property is out of compliance today, they are getting ahead of the rulemaking.

Who it applies to

  • State Responsibility Area (SRA) parcels throughout California.
  • Local Responsibility Area (LRA) parcels inside mapped Very High Fire Hazard Severity Zones.

Local jurisdictions can adopt stricter requirements than the state baseline, so your city or county fire agency is the authority on what applies to your address. If you are not sure which designation your property carries, check the state fire hazard severity zone maps or ask your local fire agency directly.

What the rule actually requires

New construction has to comply once the regulation takes effect. Existing structures phase in over roughly five years, in two stages. As approved, the requirements break down like this:

Phase 1 — within about three years

  • Remove combustible material from the first five feet: firewood, bark mulch, wood chips, dead leaves and branches.
  • Remove dead and dying plants.
  • Keep roofs and gutters clear of combustible debris.
  • Clear combustible items stored beneath decks and stairs.
  • Remove branches within ten feet of chimneys, and complete required tree trimming.

Phase 2 — within about five years

  • Clear vegetation from beneath eaves, out to the drip line.
  • Clear plants from within two feet of windows, doors and vents.
  • Clear plants within five feet of attached decks, stairs and pergolas.
  • Combustible fences and gates need a five-foot noncombustible section where they attach to, or come within a foot of, a structure.
  • Adjustments to sheds and outbuildings, on timelines set by the local fire authority.

Notice what that list is: it is almost entirely a housekeeping and landscaping rule. Bark mulch against the foundation is the single most common Zone 0 violation on a California house, and no product fixes it — you rake it out and replace it with gravel or bare soil.

Where wire mesh fits — and where it doesn't

Read the Zone 0 text and you will not find a mesh specification. Vents appear exactly once, and only to say that plants must be kept two feet away from them. Anyone selling you "Zone 0 compliant mesh" is selling you a phrase the regulation does not contain.

The mesh requirement lives in a different code entirely. In the 2025 Title 24 cycle, California deleted Chapter 7A from the Building Code and moved its provisions into the new California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, effective January 1, 2026. That is where vent screening is specified: mesh openings a minimum of 1/16 inch and a maximum of 1/8 inch, in noncombustible and corrosion-resistant material. So Zone 0 and the vent mesh rule are two separate obligations that happen to arrive in the same year. With that straight, here is where mesh genuinely earns its place on a fire-hardening project:

  • Vent screening. Governed by CWUIC, not Zone 0, but it is the same walk around the same house. See the caveat below on listed assemblies.
  • Gutter and debris screens. Zone 0 requires gutters to stay clear of combustible debris. It does not require gutter guards. A metal gutter screen is simply a practical way to make that requirement easier to keep — it is a maintenance tool, not a compliance item.
  • Under-deck and under-stair screening. Zone 0 wants combustibles out from under decks and stairs. Screening the perimeter is a common way to stop leaf litter blowing back in and re-creating the problem every autumn.
  • Fence and gate transitions. Where a combustible fence needs a noncombustible section near the structure, metal framing and mesh infill is one approach builders use. Confirm the detail with your local fire authority before you buy material — this is a point where local interpretation varies.

If you are buying mesh for fire work, buy the right material

The two words that matter in the vent code are noncombustible and corrosion resistant. Both rule things out:

  • Ordinary fiberglass window screen does not qualify. It is a coated polymer and it burns. This is the most common mistake we see — a homeowner screens a vent with the same material that was in the window frame and assumes it counts.
  • Stainless steel is the straightforward answer. 304 handles most inland work; 316 is the choice near the coast, where salt air is the bigger long-term threat. If you are weighing the two, we broke it down in 304 vs 316 stainless steel wire mesh.
  • Galvanized steel is widely used and far cheaper. Understand that the zinc coating is the corrosion protection and that cut edges are the weak point — see galvanized mesh before vs. after weld for why that distinction matters.
  • Aluminum is noncombustible, but it melts at a far lower temperature than steel or stainless. Plenty of fire-hardening guidance prefers steel or stainless for vent screening for exactly that reason.

On sizing: the 1/16 inch to 1/8 inch window in the vent code lands squarely in hardware cloth territory, and 1/8 inch is the size most people end up specifying. What none of this means

That distinction matters most at the vents. CWUIC expects primary vents to be assemblies listed by the California State Fire Marshal or tested to ASTM E2886 — and an assembly is tested as a whole product, not as a piece of mesh. Correctly sized mesh on its own is not a compliance claim. For anything permitted, your local building department and fire authority have the final word, and they are the people to ask before you buy.

Common questions

Does Zone 0 require me to screen my vents?

No. Zone 0 only requires that plants be kept two feet clear of vents. Vent screening is required separately, under the California Wildland-Urban Interface Code, for structures in applicable areas.

When does Zone 0 take effect?

No statewide effective date has been set. The rule was approved on August 19, 2026 and still has to clear Office of Administrative Law review and be filed with the Secretary of State. New construction complies from the effective date; existing homes phase in over roughly three to five years.

What mesh size does California's vent code call for?

A minimum of 1/16 inch and a maximum of 1/8 inch, in noncombustible, corrosion-resistant material. Verify the current requirement with your local authority, and note that listed or ASTM E2886-tested vent assemblies are expected for primary vents.

Can I use regular window screen?

Not for fire work. Standard fiberglass insect screen is combustible. Metal screening is the appropriate material where a noncombustible mesh is called for.

Does mulch really have to go?

Bark mulch, wood chips and similar combustible ground cover are among the materials Zone 0 requires you to remove from the first five feet. Gravel and other noncombustible ground covers are the usual replacement.
